Beyond Zoning: Co-creating a Community Strategy for Accessory Dwelling Units (ADUs)

ADUs have the potential to be an important part of a multi-faceted strategy for increasing access to affordable rental housing and home ownership.  Unfortunately, most cities have a complicated set of zoning policies, parking requirements, setback rules, and other barriers that make it illegal or difficult to add ADUs (or increase duplexes, triplexes, or other housing options). 

Even if there is political will to allow more flexible housing options, most local governments and coalitions lack the resources, time, or expertise to make the change to a set of better policies that are integrated into a housing strategy that brings the most benefits with the fewest risks.

The recent omnibus spending bill allocated $85 million to HUD for establishing a new competitive grant program to provide funding for local governments and housing coalitions to do planning for policy and system changes.  The details and terminology for this grant program are still being worked on, but money should become available late in 2023.  Now is the time to get your coalition ready to win you’re your region’s share of these dollars. This webinar will give you some of the latest information on what is sometimes called CGBG Pro-Housing, Local Housing Policy Grants, or “communities grants to identify and remove barriers to affordable housing production and preservation.”

It takes more than Zoning Changes

Many cities and counties are seeing that ADUs have the potential of expanding the housing options in their communities, but they also face opposition based on a variety of fears. Too often, after a contentious political brawl, zoning changes are made to allow ADUs, far fewer ADUs get built than the proponents are hoping for.  Furthermore, there may be enough problems that the opponents can claim their opposition was justified.

What's generally lacking is a multi-faceted strategy to create the types of ADUs that bring the most benefit to neighborhoods and cities and that minimize the risks. Modifying the zoning (and possibly parking) is only one of many parts of a well-crafted strategy.

Having a coalition work together on the strategy will enhance their application for the forthcoming HUD funding.
